Just checked Waits Razor Compendium and did not see anything there that indicated your razor came with a stropping attachment.
The SEs that I have with the stropping attachment all have the thin metal tubular handle on which the stropping attachment fits. With the 07 Junior Bar razor I can see no way to fasten the stropping attachment to the razor.
By the way, very nice example of a great, great SE razor. You need to take it out of the display cabinet and put it to work. It is one of my two favorite lather catcher models. I use it regularly.

This image below from my Waits' shows it did come with a stropper handle (see the GEM section of Waits', page GEM 5). But as it appears to be a catalog image instead of a live-in-the-wild image, I wanted to get confirmation... I don't think I'll ever use this razor. It's in fine condition after 104 years and I just can't bring myself to let any water or shaving soap chemicals touch the wood.

I agree to use the thing.. Very nice set. My WWI Damaskeene set has the stropper like that. If I run across one I will point toward you.

Aside from needing to locate the stropper handle pieces, I'm also on the lookout for 4 Gem Junior blades. Only 3 of the 7 blades in the set are marked Gem Junior on the spine. The other 4 are marked Gem Damaskeene.

I don't think I have any spare blades. I have a set of 7 with my 1911 all marked Gem Junior. I will look through my stuff to make sure though.

Those blades are like gold!! I have a similar razor set - but in really sad condition. It did come with four Gem Jr blades - so I am short myself. I am always on the lookout though so - ya never know.

Sadly I had to sell this one off but at least I got to say I owned such a nice specimen. I've been hit with a financial difficulty and have been forced to liquidate my whole collection... but one day I'll have another. Patience and diligence...
