Like Dave said, a travel razor.
I have one just like it with the short rise and shorter column handle. Came in a little clamshell with a blade holder. I am assuming this is the correct case for this as none of my other gem heads will fit in the case (too much rise) and the case is marked GEM.

Yup...travel. I have one in a clamshell case that barely is wide enough to fit the travel sized handle. The head sits just above it, with two tabs to fit a few blades in underneath...I'll try to post some pics later on if I can remember.... My case is dark green and black....

Thanks to all, after the travel comment came up, I looked at some ER travellers that I have and the heads look identical.

I've got a one in nickel with the ornate handle in a dark green case. The razor in in fine shape but the top of the case is has a lot of the paint missing.
This is one of the two razors I take when I travel for more than overnight. I take my FrankenRazor DE which has a Gillette NEW head on it and this great little GEM SE.
